Abstract: 

AFTER THE DISRUPTION OF THE SOVIET UNION, REPUBLICS OF MIDDLE ASIA INCLUDING KAZAKHSTAN, KYRGYZSTAN, TAJIKISTAN, TURKMENISTAN AND UZBEKISTAN, BECAME INDEPENDENT FOR THE FIRST TIME IN THEIR HISTORY. MANY EXPERTS AND SCHOLARS BELIEVED THAT MIDDLE ASIA COUNTRIES HAVE UNIQUE SITUATION AND THEREFORE THEY ARE VERY IMPORTANT, AND SAME AS MIDDLE EAST ARE ATTENDED AT LEVEL OF INTERNATIONAL. WITH ATTENTION TO SPECIFIC GEOGRAPHICAL SITUATION OF IRAN AND SURROUNDING OF MIDDLE ASIA COUNTRIES IN LAND AND UNABLE TO ACCESS OF FREE SEAS, IT IS CREATED POTENTIAL SUITABLE MARKET FOR TRANSPORTATION SERVICES (TRANSIT) IN OPEN SPACE OF INTERNATIONAL TRADE. BASED ON THE LITERATURE REVIEW, IRAN CAN EARN 5 TO 6 BILLION DOLLARS ANNUALLY FROM TRANSIT FEES, POTENTIALLY. BUT UNFORTUNATELY WE HAVE REALLY EARNED ONLY 1/5 OF IT.IN THIS ARTICLE, AFTER THE EXPLAINATION OF PROBLEM, QUESTIONS, AND LITERATURE REVIEW OF TRANSIT MANAGEMENT IN IRAN BRIEFLY, IT WILL BE EVALUATED IRAN GROUND TRANSIT ROUTE MANAGEMENT FOR PRODUCTS OF MIDDLE ASIA COUNTRIES IN COMPARISON OF COMPETITORS TRANSIT ROUTES WITH ATTENTION TO EIGHT ATTRIBUTE THAT IS SPECIFIED BY USING OF MULTI ATTRIBUTE Decision Making TECHNIQUE. THE RESULTS OF RESEARCH SPECIFIED THAT, IRAN GROUND TRANSIT ROUTE MANAGEMENT IN COMPARISON OF COMPETITORS, HAVE MINIMUM RELATIVE ADVANTAGE WITH ATTENTION TO TWO ATTRIBUTE: PERSONEL TRAINING AND COORDINATION AMONG RESPONSIBLE ORGANIZATIONS RELATED TO TRANSIT, AND HAVE MAXIMUM RELATIVE ADVANTAGE WITH ATTENTION TO TWO ATTRIBUTE: COST AND DISTANCE, AND POSITIONED WITH ATTENTION TO OTHER ATTRIBUTES ABOUT MIDDLE. FINALLY, IT IS CONCLUDED REMARKS WITH A SUMMARY OF THE KEY ISSUES, IMPLICATIONS MANAGEMENT, AND DISCUSSION OF DIRECTIONS FOR FURTHER WORK.

Abstract: 

Since humans have begun to fly and construct various aircraft, the occurred accidents and incidents ‎have always resulted in irreparable injuries and damages. Therefore, today, aviators especially airlines ‎continuously trying to maintain the maximum level of safety and reduce the rate of accidents by ‎spending resources. In this research, by analyzing the available reports and information for 46 accidents ‎and serious incidents in Iran's civil aviation between 1979 and 2021, first, a statistical-analytical ‎evaluation is performed, then influential factors like failures and errors in these occurrences are analyzed ‎by using failure mode and effects analysis and Multi-Attribute Decision Making. The statistical population of this research includes a panel of experts and experts in the field of aviation and air accidents, and a questionnaire was used to collect the required information. According to findings, ‎human is the most important factor, Fokker100 is the most engaged aircraft and pilots with low ages and ‎experiences are the most vulnerable factors in mentioned occurrences, in addition, failures in landing ‎system and engines and also the pilot error in not following the structures were the most important ‎factors. ‎

Abstract: 

سازمانها در سراسر جهان به دنبال تکنیک ها و روش هایی برای حفظ و توسعه مزایای رقابتی خود هستند. برون سپاری 3 در سالهای اخیر خود را به عنوان یکی از این رویکردها معرفی کرده است. بعضی از شرکت ها در سال های اخیر به منظور بهبود کیفیت خدمات و محصولات، کاهش هزینه و زمان تولید، تمرکز بر روی مزیتهای اصلی رقابتی و به طور کلی افزایش اثربخشی سازمان، اقدام به برون سپاری برخی فعالیتها نموده اند و چنین به نظر می رسد که شرکتها با برون سپاری فعالیتهای خود به سازمانهای تخصصی دیگر، بهتر می توانند بر روی فعالیتهایی که ارزش افزوده بیشتری ایجاد می کنند، تمرکز کرده و بدین طریق اثربخشی فعالیتهای خود را به حداکثر برسانند. تحقیقات نشان می دهد که افزایش برون سپاری می تواند منجر به کاهش هزینه ها شده و نیاز به سرمایه گذاری در زمینه تسهیلات، تجهیزات و نیروی انسانی را پایین بیاورد. از سوی دیگر شواهدی نیز حاکی از این است که افزایش برون سپاری می تواند نوآوری و کنترل بر روی کارها را کاهش دهد؛ بنابراین، تصمیم گیری برای برون سپاری از جمله مسایلی است که باید کلیه ملاحظات سازمانی، موارد پیش نیازی و شرایط آمادگی سازمان و مراحل بکارگیری و مدیریت و کنترل فرآیند در مورد آن در کانون توجه قرار گیرد. این مقاله به مرور جامع مطالعات انجام شده در ابعاد و جنبه های مختلف مساله برون سپاری پرداخته و ملاحظات و نیازمندیهای سازمانی و فرآیند ها و فعالیتهای لازم برای برون سپاری را مورد بررسی قرار می دهد. در انتها نیز به بررسی مساله تصمیم گیری در مورد برون سپاری برخی فعالیت ها در یک سازمان دولتی، به عنوان مطالعه موردی، پرداخته شده است.

Abstract: 

The ultimate goal of an agriculture research system is on-time, correct and clear response to the problems and expectations of agriculture household and stakeholders. In this respect, though, due to variation and frequency of the problems and expectations and as well as many limitations such as financial deficit, short time and shortage in work force and equipments etc, the system cannot be thoroughly responsive. Therefore, the necessity for optimizing the system to response through prioritizing the research projects has been a major challenge before the responsible managers and authorities. In this paper, the Analytical Hierarchical Process (AHP) has been introduced as a well known Multi Attribute Decision Methods ((MADM)) that combines qualitative and quantitative criteria for prioritizing the research projects of the Iranian Fisheries Research Organization. For implementation of the mentioned principles and Methods of prioritizing the research projects have been studied and then by determining the final Decision Making criteria, the priority of the projects in the Institute have been determined by drawing Decision hierarchy tree. Required data was gathered through pair wise comparison questionnaires filled by the experts and researchers. In the next step, Expert Choice software used to analyze and determine the priorities. Based on results criteria of research possibility, scientific development, economic development, and stability development with respective weight. 37, .263, .187, and .173 are the most important criteria for the institute in the south area of Caspian Sea. Finally, according to the produced results, the priorities of the six studied research programs determined.

Abstract: 

Triangular intuitionistic fuzzy numbers (TIFNs) is a special case of intuitionistic fuzzy (IF) set and the ranking of TIFNs is an important problem. The aim of this paper is to develop a new methodology for ranking TIFNs by using multiattribute Decision Making Methods ((MADM)). In this methodology, the value and ambiguity indices of TIFNs may be considered as the attributes and the TIFNs in comparison are seen as the alternatives. A compromise ratio method for fuzzy (MADM) is developed based on the concept that larger TIFN should close to the maximum value index and is far away from the minimum ambiguity index simultaneously. The proposed ranking method is applied to solve multiattribute Decision Making problems in which the ratings of alter- natives on attributes are expressed by using TIFNs. Numerical examples are examined to demonstrate the implementation process and applicability of the proposed method in this paper. Furthermore, a comparison analysis of the proposed method is conducted to show its advantages over other Methods.

Abstract: 

Introduction: Tourism is a process which has been existed with all its special forms from the ancient times so that the mental, cultural, social and economic demands of the human beings can be met. One of the growing branches of this industry is named as ecotourism. Nowadays, tourism has become one of the main levers of economic and social development in many regions of the world. Tourism in the regions should be based on sustainable development to preserve the nature as well as conserve historical and cultural heritage of that region and the intellectual application of the natural resources. Ecotourism development aligned with ceo-environmental potential of the land as an effective tool and approach plays a major role in sustainable development, promoting the life standards of human society and maintaining the natural equilibrium. Assessment of ecological potential is an effective step and suitable tool in order to direct the present activities and functions performed for the land toward a sustainable development. One of the ways for identifying and evaluating the ecological capacity of each region is application of the Multi Attribute Decision Making method ((MADM)) and comparison of other indices. This method has identified the sites with ecotourism potential in the city of Roudan and, ultimately, suggests the appropriate locations for ecotourism development in the city.

Abstract: 

The mining industry operates in a complex and dynamic environment and faces many challenges that can negatively affect sustainable development goals. To avoid these effects, mining needs to adopt strategic Decisions. Therefore, it requires effective Decision-Making processes for resource optimization, operational efficiency, and sustainability. Multicriteria Decision-Making Methods (MCDM) have been considered valuable Decision-support tools in the mining industry. This article comprehensively examines MCDM Methods and their applications in the mining industry. This article discusses the basic principles and concepts of MCDM Methods, including the ability to prioritize and weigh conflicting, multiple criteria and support Decision-makers in evaluating diverse options. According to the results, 1579 MCDM articles in mining have been published from the beginning to April 15, 2023, and a scientometric analysis was done on these articles. In another part of this article, 19 MCDM Methods, among the most important MCDM Methods in this field, have been examined. The process of doing work in 17 cases of the reviewed Methods is presented visually. Overall, this paper is a valuable resource for researchers, mining industry professionals, policymakers, and Decision-makers that can lead to a deeper understanding of the application of MCDM Methods in mining. By facilitating informed Decision-Making processes, MCDM Methods can potentially increase operational efficiency, resource optimization, and sustainable development in various mining sectors, ultimately contributing to mining projects' long-term success and sustainability.
